◎ Is the character a hacker and/or do they have a sixth-sense? Smoker goes out of his way to wiretap the Straw Hat crew, to the obsessive ridiculous level that as soon as they use a den den mushi, unless Smoker is in the middle of war itself (Marineford) he's usually eavesdropping. However, this is using special den den mushi, and it would take a degree of time/instruction to learn computer hacking for him.
He also is somewhat skilled with haki, but mostly in practical use, so overhearing intentions, and defending and fighting. It's hard to really say the degree to which he could do something with supernatural spirits like ghosts, given both his devil fruit (smoke / plumes / clouds) which is relatively similar, and also because of how ghosts in One Piece are anyway. He probably could sense them, but thanks to being an abrasive jerk, they'd just prank him a lot, and his attempts to deal with them in return would fail. Heavily.
◎ Personality: At first glance Smoker is gruff, rough around the edges, and your typical tough-guy marine. He's got a variety of growls, glares, and scowls to spread around a whole brigade worth of men. He swears frequently, doesn't shave much, and has a violent streak a mile wide. He drinks rum (brand: Rhum) on the job, as well as beer, and flagrantly disobeys the dress code, wearing jeans and customized leather jacket.
Among the marines he's famous for ignoring orders, despite being in an organization that almost wholly relies on obedience, and even some pirates have heard of this tendency as the "loose hound" of the marines. His official nickname, however, is the White Hunter. This is in part, a play on his Devil Fruit, which allows Smoker to turn into smoke. All of his attack names likewise start with the English word "White", just as his birthday is on the Japanese holiday White Day. It's also because of his reputation of being able to hunt down pirates. He seems to live for hunting pirates, and even when he's doing something else, he stops to "clean out the trash" he meets along the way. He apparently even goes to pirate bars for the express purpose of finding more pirates to get rid of.
He's generally tense, irritable, and grumpy, and little things seem to easily set him off. From marines talking too loudly, to Tashigi forgetting to wear her glasses or trembling from weak legs, and especially to when he thinks people are trying to tell him what to do. Smoker loathes anyone giving him orders, even his own bosses, and this got him in trouble quite a number of times. However, Smoker has developed his own bad habits about how to relax over time and smokes two cigars at once (although this is certainly also because of the devil fruit), drinks alcohol even at lunch time, and makes himself at home in his office: sitting with his boots up on his desk and reading a newspaper, even when he has visitors or someone talking to him. He even goes to the extent of "borrowing" his friend's private ship without permission and making himself at home on board, his only means of apology being that he flipped a coin for her to call heads or tails and when she picked the wrong one, Smoker decided this meant the argument was over and she'd have to suck up and deal with him being the way he is.
However, for all of Smoker's outwardly rough, gruff, and stern behavior, he has a much sweeter side. He's kind to his second in command: Tashigi, and while he yells at her, it's more out of tough love, because he believes her to be capable of being stronger. He's very obsessed with always moving forward, always getting stronger, and so for someone he cares about like her, he won't let her or himself fall behind. He bought a little girl ice cream, and in the anime, he frequented a nearly empty bar on a regular basis to make sure it still had clientele since he'd arrested all the pirates it usually catered to. His moral convictions in true justice make up the majority of Smoker's character, and even though he hates all pirates, and seems incapable of forgiving them for it, he let the Straw-Hats escape him so that they could fight a bigger enemy (Crocodile) while he hunted down proof of misdeeds.
While Smoker is extremely ambitious, he wants to do everything on his own terms. This apparently got him into trouble frequently at the academy and his best friend Hina had to bail him out a lot. He's strong and capable of being one of the toughest marines, but his refusal to suck up or play political games held him back in his career for a very long time. Despite his obvious skill as a hunter and perhaps the best tracker within the marines, they assigned him to the weakest ocean in the world to his hometown Loguetown. And despite having grown up in Loguetown and even having seen Gol D. Roger's execution when he was twelve (which deeply affected him, more on that later), the citizens of the birthplace and execution of the pirate king feared Smoker and resented his strength. They called him a monster, which always upset Tashigi, due to his devil fruit, and because he drove away any business they used to get from pirates headed to the Grand Line. However, Smoker didn't care what they thought of him, so despite his intimidating reputation and aura, he continued to follow true justice always.
While many marines encourage absolute unquestioning obedience from their own marines, Smoker instead preaches true justice, and that they should each follow and develop their own senses of true justice. He tells Tashigi to trust her own justice, but it's also his trust in her that allows him to leave his men in her care. He does care about his men a great deal, and ordered them to back down from dealing with Law, and he was extremely protective of his G5 men, and extra furious with Vergo for betraying them. Moreover, he appears to keep their safety in mind, even when fighting and while pride might lead him to want to fight all the pirates on his own, he worried about Tashigi's legs and treats her more like a friend and trusted adviser, even pouring her coffee on one occasion despite how normally it would be her job to fetch him coffee. In return, the G5 men are almost more devoted to Smoker than to justice itself, because they know he's looked after them even when other marines dismissed them as too wild and crazy to deal with. Indeed, Smoker specifically sought out the G5 command position when he had the chance, as part of doing things his own way.
Smoker's sense of going his own way extends to his clothing uniform. He's one of the only known marine officers to wear a variation on the justice emblem jacket, and instead of wearing the standard suit underneath, Smoker goes otherwise topless and wear blue jeans. After he's promoted to Vice Admiral, he does add the full-length vice admiral jacket, but over his leather one, and he still goes topless instead of the suit and tie that all the other vice admirals favor. He also doesn't restrict Tashigi's uniform and lets her wear whatever she wants, and the G5 men have various uniform variations, usually proudly displaying the base they are from, or resembling thug or pirate fashions. His clothes expressly fit suggested motorcycle clothes for safety, which is apt since Smoker has a 3-wheeled motorcycle he calls the "Billower Bike" (variation: Biroa Bike) that runs on his smoke devil fruit.
When Smoker canonically ate the Moku moku no mi (smoke devil fruit) is unclear. However, it does seem to affect Smoker a great deal. He smokes two cigars at a time, and is definitely addicted to them, since he stops to light up, even right after getting kicked through several walls, or before even bothering to figure out what was going on or where the pirates were. It's doubtful that Smoker himself suffers any negative effects from the smoke because of his devil fruit, both letting him become smoke and control it surrounding him. He does, however, realize that the smoke isn't good for his men in the high doses he enjoys (when first seen, Smoker's room is so thick with smoke you can barely see anything) so he opens a window to air it out and while walking in town, seems to keep the smoke away from his marines (though that could be due to his height, since he towers head and shoulders over most of his marines.)
When Smoker is first introduced in the series, he's busy stacking rounded rocks on top of each other on a table. It's not completely known why he was doing this, but it's widely believed to be an exercise in patience, balance and stability, and for good luck. It's also become a running gag in the One Piece fandom that Smoker always gets them knocked over (usually by Tashigi who is known to be very clutzy, or his other marines who tend to be excitable) and has never been able to reach a height of ten.
Smoker keeps up on current events in the world, knowing even the newer big name pirates, and reads the newspaper. He seems to have a good interest in the workings of countries and told Tashigi at one point to watch how the events in Alabasta turned out because things like this could make or break a country, but either way, it would change the shape of things and it was important to watch. He seems to understand the rippling effects Luffy has on the world and even though he knows how politics is, he refuses to take part in it himself, trying instead to just cut straight to the point and stick to his ideals.
Smoker has a tendency to think and listen rather than speak, except when he has something important to say or it's about justice. If left to his own devices, Smoker will not speak up on his own, he lets others do the talking for them allowing him to spot the lies and contradictions in what they say and do. Indeed, watching and observing life unfold around him, is a big core part of Smoker's personality. He was present at the execution of the pirate king, and he told Tashigi to keep an eye on what happened in Alabasta because it would shape the future of the world itself, moreover, even in Marineford, a life or death battle, Smoker was occasionally more distracted from his one on one fights by the big picture of the fight. He was protective of Tashigi, but even when Tashigi and Smoker were out of danger, Smoker was more focused on the large picture than what it meant for him personally or on a detail-oriented level.
Despite generally preferring silence or not to speak up except when necessary, Smoker does still joke around with Tashigi and Hina, he made a pun about cleaning up the act of some pirates dancing around and mouthing off, and he told Hina he likes always getting his own way (of course). Body language is a huge indicator to Smoker's emotional and mental state, and he expresses most things non-verbally. He crosses his arms and puts fists on his hips and is a dead giveaway for body language. Even when he's bluffing, his face tends to be a little bit of a giveaway (although criminals don't seem to be able to tell.) When Smoker does talk, he tends to be snippy and interrogatory, asking questions even of his own men and often phrases things in rhetorical questions.
Aside from just keeping up on daily events, Smoker aggressively investigates things, as part of his job, but also as part of his tunnel vision. He seems to have a knack for predicting Straw Hat Luffy's destinations, though this is part from experience and skill, his knack for seeing the big picture, and sometimes because Luffy literally has told him where he intends to go. However, when the Straw Hat Crew began heading to Punk Hazard, Smoker was thrown for a loop, because Luffy and the Straw Hats weren't intending to go there until they accidentally picked up a distress signal. Fortunately, in an effort to hedge all his bets, Smoker was still running the marine equivalent of wiretaps and picked up on the signal, and rather than waste time figuring out the how and why, he just set sail in that direction (even though it was forbidden for marines to be there either.)
Smoker has a bad habit of tapping quite a few phone conversations, and so nearly anytime the Straw Hat Crew use a den den mushi, Smoker has the line tapped, just waiting to hear word about them. Which is beyond obsessive. Given the right circumstances, Smoker can be a wealth of information, as is shown when he gave the Straw-Hat crew information about seastone and Nico Robin. However, the information he shares is not for people who try to pry it out of him. It is at his choosing, and when Doflamingo tried to beat information out of Smoker, Smoker got even more stubborn about keeping the information secret, even though it was protecting pirates, and endangering his own life.
While he has tunnel vision for Luffy, he still arrests other pirates that come into his view, and as is the case with Ace in the Spicebean in Alabasta, he hates to let a single pirate go, even if he might be outmatched. Likewise, he keeps tabs on other enemies. He knew more about Daz Bones: aka Mr. 1, than even the Straw Hat crew, and he was investigating Baroque Works at the same time the Straw Hat crew ran into trouble with them. In this respect, Smoker also occasionally bites off more than he can chew. He is cautious about his fights, and judiciously does his best to avoid a battle he's clearly outmatched in (such as with Dragon,) but if he thinks there is even a good chance, or if things start moving too quickly for him to hold back, Smoker will get into heavy fights where the odds are against him. Vergo commented on Smoker's fighting style as being fairly cautious, and never reckless, but this was specifically because Smoker fought Vergo more recklessly for the sake of getting back Law's heart to pay back a debt.
Smoker claims to hate being in debt to pirates as his motivation for helping them at risk to his own well-being, but this is more of a "tsundere" excuse for the fact that he follows his own sense of justice, which, unfortunately for him, means occasionally siding with pirates against even worse enemies. Smoker's attitude to most people can be summed up as tsundere, since even his best friends and Tashigi often have to deal with a sharp tongue and tough love at its strongest. In general, Smoker doesn't like to deal with the emotional or personal level of situations, and indeed, he doesn't deal with people if he can avoid it. Whenever possible he let Tashigi deal with people instead, and often took off on his own to go pirate hunting while she was put in charge of his men. This actually had some larger effects since Smoker didn't deal with local civilians when he could avoid it either and as such he missed out on a big portion of politics and corruption that was going on under his nose.
Even though Smoker refused both the promotions for himself and Tashigi, he had the position forced onto him and foreshadowed that for the both of them to make it in the New World they both needed to get much higher ranks. This dream was realized when he took over G5 and after going after extremely tough pirates and proving himself in the two years following Marineford; he achieved rank Vice Admiral. Despite having been warned about the difficulties with G5 -- that the men were unruly and the base itself was riddled with problems, and even had the worst reputation among the marine bases, G5 is the one Smoker himself requested. This is fitting with Smoker's ambition and thirst to prove himself, as well as his intense desire to always keep getting stronger and race ahead. He also specifically sought out the outcast marines because they had no one else to help them, and that meant they were would be more open and pliable to his influence and brand of justice, even with Akainu's brand of Absolute Justice taking front-stage after Marineford.
During Marineford, Smoker mentioned that there was something wrong with "justice" in the fight; because the marines had become bloodthirsty. Both the Whitebeard pirates and the marines had lost sight of their original goals (to kill or rescue Ace and Whitebeard) and were just needlessly lashing out at each other, spiraling into pure chaos, as wars often do. While this could also hint at awakening haki, much like with Coby, it certainly shows that the actions by Akainu and other marines following Absolute Justice didn't sit well with Smoker. After Marineford, Smoker asked his friend, admiral Aokiji to help get him stationed at G5. Aokiji was forced to resign the marines after losing in a huge fight to Admiral Akainu, who then became the new Fleet Admiral, but even though Kuzan was no longer Smoker's boss, or even a marine, they remained friends and Kuzan came to rescue Smoker from Doflamingo, under the claim that it was "to see Smoker's ugly face."
Smoker is often disrespectful: towards the brass, his fellow marines, and even his close friends. He holds extremely high standards, of himself and others, and by the time he's shown in the New World, he's downright contemptuous of his men verbally, who are pyromaniacs and torture pirates when they're not too busy leering at Tashigi. However, for all his tsundere attitude towards them, he really does adore them. He was extremely shook up when they were endangered or hurt, he was protective of them, and he let them get away with calling him affectionate names like, "Smo-yan." Indeed, most of his fury with Vergo was for betraying the men of G-5, not just justice.
After the events of Punk Hazard, Smoker is a lot more jaded about people. He's seen his subordinates killed despite his best efforts to protect them, he watched his fellow vice admiral of the base, who was beloved by his men, responsible for cutting them down, and he's seen pirates hailed as heroes and had them help rescue kids he wasn't able to alone. He prides himself on being able to see to the truth of situations, but even Smoker was fooled by his fellow vice admiral who had been working for the underground and Doflamingo all along, and once again it was the Straw Hat crew and pirates who saved him.
Smoker's sense of humor is based mostly in puns, and a dark cynical view of the world. He can also be extremely sarcastic. He gave a nervous laugh and when they were about die, Tashigi asked what she should tell the men of G5, and he jokingly suggested she tell them about Vergo, even though she decided to keep it secret and even when Vergo attacked the men, she told them it was an impostor so that they wouldn't be even more upset.
Smoker believes so strongly in going his own way and with a single-minded tunnel vision focus, that even when he was body-swapped into his female subordinate's body, he refused to change his habits. Unfortunately for Tashigi, this meant that he unbuttoned the shirt, and continued smoking a cigar. His body language remained the same even in another body, and no matter what the situation, Smoker insisted on doing it his way and under his terms. To some degree, that's a type of bravery, but on the other hand it's also downright foolhardy and just plain stubborn. Smoker isn't willing to change his habits unless he decides it's for a good enough reason.
Strengths:
He is well-trained as a marine, and experienced in hand-to-hand combat -- in fact, he prefers to use this before his devil fruit, both so as not to rely too heavily on his smoke, and also to challenge himself against weaker foes. He uses a seastone tipped jitte with great strength and proficiency, and has even developed techniques to carry it while turned into smoke -- even though because it's seastone he has to avoid touching the tip itself since it drains devil fruit users.
He has heavy endurance and was flung through several brick building's walls, only to get back up and dust himself off. Slightly mad, but in no way all that damaged. He has a short extra fight with Luffy in the anime, which leads his fighting style to look American in nature (fitting with his theme and how his attack names are all in English) and accidentally wound up kicking Luffy far further than he'd originally intended to. Most of Smoker's attacks appear to grappling in nature and even though smoke would usually be used to choke and kill someone, Smoker appears to prefer to take in his pirates alive when he personally fights them; most likely due to his personal sense of honor and justice.
Vice admirals in One Piece must be familiar with haki which allows even non-devil fruit users to fight incorporeal logia users, defend, or in high levels completely knock foes unconscious. Up to nowm all the vice admirals have also been shown having familiarity with rokushiki, enough to modify their own attacks based on it, and in some cases, teach it to their men. Having now achieved the rank of vice admiral himself, Smoker at minimum must have a better knowledge of both, and some proficiency with haki, which would be very fitting considering his own ambition and constant drive to get stronger to fulfill his determination to capture Straw Hat Luffy in the New World. It's not completely clarified his exact haki proficiency level, however, as he held his own with Law and Vergo, but got defeated both times.
Smoker also has very sensitive hearing, as shown both with his ability to differentiate bananadile growls, and his complaints that his men are always too loud. Which comes in handy when constantly eavesdropping on pirates.
Mental: Smoker is highly intelligent, and extremely good at figuring out politics and seeing the big picture in events around him. He can put together the pieces of chains of events and figure out their common denominators and the source of most troubles. This is excellent for figuring out criminal organizations such as Baroque Works, and for taking on and dealing with the criminal and world government marine politics. He's tactically proficient at seeing what will be problems and how to cut through to the most effect means of arrest, and this lets him hold his own with geniuses of his world like admirals and Trafalgar Law.
He has an incredible understanding of criminal motivations, and the minds of his foes. He knows when to bluff, watch, or what information will be most useful, and he has incredible skill for figuring out his enemies' next moves because of this. This was especially useful for helping to track Straw Hat, since Smoker has reached a point where he doesn't "chase" Luffy, but instead goes ahead to the point he expects Luffy to come next! He's also very good at getting the truth out of people, either because they come to know him as trustworthy, or because he knows how to work it out of them.
He's also shown having successfully been assigned to the marine base G5, and even led the notoriously unruly men, clearly demonstrating his continued strength as a marine and his ability to clean up the bases he's assigned -- just as he did with Loguetown. He is also now far more experienced with the insanity that can be commonly found in the New World section of the Grand Line; and he successfully navigated his ship through lightning rain. He continues to demonstrate his knowledge about the world and its history, with regards to Punk Hazard and an incident that happened several years prior, as well as his keen observation skills for watching the world's events unfurl around him.
And he continues to be the Straw Hat crew's number one stalker, since he tapped their phone lines the minute they got a call, (really, what are even the odds) and when pirates who'd been set loose from Fishman Island by Luffy told Smoker who beat them up and where Luffy was, Smoker bluntly informed them, he already knew all this.
Despite being physically strong, and always focused (even obsessed) with getting stronger, Smoker is very smart too. His bookshelves in Loguetown are stacked with various books, often misaligned from use, he keeps up to date with events and he's shown on various occasions to have a keen analytical mind that sees to the heart of problems and where to strike first. Two years later in the New World have only heightened this skill, and without even skipping a beat, Smoker was able to transition from his first instinctual guesses about where Luffy would go and switch to where Straw Hat was actually headed instead. He displayed his knowledge both in some of the cover-ups about Vegapunk's accident on Punk Hazard (which he would have had more access to information about as a vice admiral) and the ensuing fight between Aokiji and Akainu -- though as both someone who knew Aokiji, and a logia himself, it would only make sense to keep up to date with it. Still, he knew much more than the rest of his crew (including Tashigi) and instantly understood what was even more out of place with the island -- showing that his detective instincts are still finely tuned, if occasionally overly suspicious.
Smoker believes strongly in always seeing to the true heart of all matters, which is perhaps one of the most important skills in his life. He is constantly surrounded by politics, criminals who hide their actions, and people who lie or hide everything they can. He outright tells his men, "Don't get fooled by appearances!" and this really does serve as part of his motto on life. Assessing the realities behind situations, and deciphering out their complexities is exactly what his "true justice" is all about, along with being able to make tough decisions when necessary.
Emotional: In One Piece, conviction is a major theme, a "strength" mentioned by Gol D. Roger (the pirate king), and later brought up again as why some pirates are so weak; because they had no conviction behind their actions. Indeed, it's believed the "War of the Best" was so dangerous because it was a war between superpowers with very strong faith in their convictions and belief. Smoker is extremely convicted of his beliefs in true justice, which gives him a strong determination in the battles he believes in -- namely capturing pirates and protecting civilians. While this makes him a terrifying foe; as Luffy quickly realized, it can also make him a pretty valuable ally -- if their goals match up.
Because of his strong faith in True Justice, Smoker has a tendency to inspire loyalty from his friends and men. Tashigi has defended him a number of times and gets outraged on his behalf when he's called a monster, even though he doesn't seem to care at all, Hina has bailed him out of trouble frequently, and Aokiji even agreed to do a favor for Smoker and deliver a message to Straw Hat Luffy (though he was unable to carry through on it.) Even though Smoker is a loner, without the help of his friends, he couldn't have even stayed in the marines as long as he has, much less reach the rank of Vice Admiral.
Despite being in extremely hazardous or stressful situations; like the New World and lightning rain, or in the middle of a war having someone who was supposed to be an ally "betray" and fight him instead: Smoker is able to handle these unpredictable turns of events quite well. In Crocodile's prison, despite being trapped in seastone with his enemy and surrounded by pirates, Smoker kept out a keen ear and told them which banadile ate their key, and also explained that Nico Robin was just dangerous as Crocodile -- if not more. He's able to bounce back quickly and handle the stress well. In part, however, because he keeps an emotional distance by using the big picture of events as an emotional barrier between himself and the situation.
Misc./Social -- Smoker is a really good listener... provided he doesn't speak up with his usual blunt snarkitude. He's extremely loyal to his friends, and his sense of moral/ethical "true justice" is so strong that even a few pirates find themselves looking up to him, although this just messes with his head and he's terrible at dealing with it. He's resilient about being alone, and in some cases, prefers it since it's "easier" to protect just himself and act as a tracker or loose hound, but his natural leadership tends to draw people to him who need his skills or level-headed influence. He practices being patient, and his friends do seek his counsel, even when they're higher ranked than him, and his friends, and sometimes even his enemies end up valuing him enough to risk their lives to save him. Although, this can also be dangerous in and of itself.
He finds it easier to deal with people not liking him than the other way around, and doesn't mind being called things that would normally be considered insulting: like monster, or selfish -- and even outright said, "I know, I'm fine with that."
Weaknesses
Smoker is weak to wind being made of smoke, as he was unable to fight against the winds that swept through Loguetown and help free Luffy with Dragon the Revolutionary, and Vergo used a bellow against him. He also wore a gas mask on Punk Hazard in order to filter out the poisons present, implying he can be hurt by poisons or other toxic chemicals in the air, but he also stuck cigars in the end of it, so there's obviously a bizarre degree to which that affects him or not. Actually, Smoker's physical dependency and obsession with the cigar smoke is pretty bad, though he usually has ways of getting around it, he will prioritize smoking before reason, which is just plain stupid in a fight, and indeed, even in the midst of a fight -- after Smoker got thrown through several brick wall buildings, putting out his cigars -- he stopped to light a fresh pair, before anything else, including finding out how, why, and who threw him through the walls in the first place.
Any haki that is stronger than his own can hit Smoker and indeed, this is how Law and Doflamingo were able to do such heavy damage to Smoker, in spite of how he can become incorporeal. Likewise, while he has heavy endurance and the ability to take a lot of damage, he is still essentially human, and the bizarre events that take place in One Piece have been known to throw him for loops. When Tashigi was bodyswapped into his body, she had immense troubles controlling his devil fruit, and it's only through years of practice and focus that Smoker is so familiar with it.
Mental: Smoker heavily underestimates people, he initially dismissed Luffy as an idiot weakling and claimed that the headquarters was setting the bar too low for how they gave out bounties. And even later, despite knowing that Luffy has a tendency to be rescued by world class friends and family, he continued to be surprised by it -- though he did mention that he intended to get strong enough that even his crew wouldn't be able to protect Luffy.
Smoker also doesn't let things go. Whether it's a perceived betrayal (such as from Boa Hancock), a pirate nearly out of his league, an unanswered curiosity (such as why would the most wanted man in the world help out a random pirate? This stuck with Smoker all the way from Loguetown to Marineford when he found out Dragon was Luffy's father, and indeed, he seemed to care more than Luffy does) or something more mundane that bugs him, he obsesses over it and in extreme cases he develops tunnel vision and completely shifts his priorities -- dangerously so, since he abandoned his post at Loguetown to chase after Straw-Hat and that could have had him court martialed so he'd lose his job. In point of fact, Smoker's motivation and primary reason for being so obsessed with Luffy is that both Luffy and Gol D. Roger smiled on the execution stands when they knew they were about to die -- a fact Smoker still observed 22 years later after having seen the Pirate King's execution when he was 12. However, it should be noted that it is that obsessive nature that lets him be the hyper-focused obsessed stalker that he is, so it's more of a double-edged sword in nature.
Smoker's sense of justice entails protecting people more than punishing people the way Absolute Justice works so if someone were capable of killing his marines, he'd jump in their way to protect them (as he did against Ace) and he would do the same for civilians. He let pirates go so that they could go fight a greater enemy and he is capable of discerning who's a bigger problem. Thus if someone forced him into the position of letting a pirate go free or catching an innocent civilian, Smoker would almost certainly choose to rescue. Aside from it being used against him, this is out of favor with Absolute Justice as Akainu and his like follow which makes it harder for Smoker to stick to his principles in war, and even follow the new fleet admiral who believes in killing civilians and marines if it means getting rid of pirates.
For the most part, Smoker will sit and think through problems rationally and logically, which makes him a great detective; however, he has a sort of tunnel vision when it comes to chasing his prey. When Luffy is in the area, Smoker homes in on just Straw-Hat, and ignores the rest of the world to the point of near-obliviousness. This is how he chased them into a pit trap which led to a seastone prison instead of escaping in smoke form while he had the chance. Later on, it was also what allowed Boa Hancock to hit him so easily. Even with a Whitebeard pirate in the area, Smoker was so obsessed with getting to Luffy, he trampled Ace and later ignored him completely even though this turns out to be a mistake as Ace helped Luffy get away.
Meanwhile, thanks to Smoker's stubborn insistence on doing things "his way," his ambitions are frequently hampered when his loose hound style doesn't coincide with his superior officers. Even though Smoker understands politics, his refusal to bother utilizing them in any way really does get him into a ton of hot water and forces his friends to bail him out more than once. Just because Smoker is smart doesn't mean he sees everything at once, and because he usually does catch "everything," anything he misses takes him that much more off-guard -- such as Vergo's betrayal. Indeed, Smoker's reputation for being obsessively good at seeing through problems means that other people rely on it too, even when he might be mistaken.
Emotional: Emotionally, Smoker, while not quite "stunted," is certainly hampered by his tendency towards distance and tough love. To put it bluntly, he's really tsundere. He doesn't expect people to like him, and doesn't care if they don't, but he's taken off guard and reacts extremely flustered when they do like him! He's fine at dealing with insults and handles those from his best friend Hina just fine, but compliments confuse him and he doesn't know how to handle it other than being tsundere. In the anime, Smoker has a tendency to get more flustered or frazzled, and it shows. He can stay restrained, but even though he tells his men not to yell because it "disrupts his flow," when he's flustered, he does a lot of yelling himself! At Boa, at Luffy, at Tashigi, and so on. He tries to act cool, and sometimes he can pull it off, such as with Dragon, but other times, his reactions are over the top and nearly explosive.
He's stubborn, and hates taking ANY orders (even imaginably ones that could be for his own good) or even advice from friends (such as when Hina told him not to talk back to brass and just accept that this was something he couldn't change.) He believes so strongly in going his own way that while he won't break laws he agrees with, even his own friends thought he might break hugely important laws out of a stubborn principle that he was "doing the right thing." (Hina thought Smoker might have used some of the boogie powder Smoker himself confiscated from Crocodile.)
Matching his inability to let things go, Smoker also has an easily addicted personality. He smokes two cigars at a time, drinks on the job (rum, and beer on two separate occasions, both at lunch time and while he's working), drinks far more coffee than a normal person even of his size should be able to, and it's been hinted that he likely has other similar problems.
Smoker hates dealing with small-talk, deeply emotional personal situations, and people. He let Tashigi handle civilians and his men as often as he could get away with it, and this seriously bit him in the ass later. While he understands people's motivations and minds on an intellectual level, on an emotional level he's about as close as one can get to "stunted" without actually being emotionally stunted. He avoids looking at his own emotions, or dealing with addressing them. While he's not in denial about them, he avoids situations where they could come up as often as possible. Which means that not only is he fairly damn incapable of helping his friends through their own emotional problems, but he doesn't handle emotional situations well at all when they do come up. This is actually Smoker's biggest Achilles' heel, even more than underestimating people! When his marines were in danger, dying, and being massacred, Smoker was at a loss and completely frozen. Tashigi had to snap him out of it to keep him going. And when Tashigi was crying, rather than comfort her, Smoker yelled at her to get strong enough until the tears wouldn't happen, or until it wouldn't hurt to make the tough decisions she did.
Smoker has an insane amount of pride, and only for the sake of his true justice is he willing to bend it even a little. This is part of his tsundere attitude, stubbornness, and his general unwillingness to accept help, charity, or favors from pirates. It's also the main reason he underestimates other people and tries to take on foes much stronger than him. While his strong sense of justice/inner moral compass does override the pride, it creates a huge number of problems for him, not the least of which that he's too proud to ask for help, instead he simply takes what he needs from his friends and relies on the fact that their years of friendship and loyalty mean that they'll forgive him later. His closest friends even understand this about him, which is why both Aokiji and Hina insult Smoker rather than offer usual words of friendship. Smoker is more comfortable with insults.
Between that and his dislike of dealing with people on a one on one level, it's probably small wonder than he has fairly few friends. However, his pride is also such that he also would instantly return any favors for his friends and anyone who gets close enough to Smoker see through his tsundere attitude would find him just as loyal in return. This pride should not be underestimated however, since it also has endangered his life more often than not. It's what leads him to take risks that he logically knows are too dangerous, but his pride makes him loathe having to actually accept help, especially from pirates, and while he'll return the favors again, literally with his life, this is also something that endangers him extensively; as when Law returned his heart, he he hated being in the pirate's debt and was more reckless against Vergo so that Law could defeat him, and indeed, Smoker only went after Vergo so stubbornly because of his tarnished pride about not having seen Vergo as a liar, and beyond that, Smoker refused to tell Doflamingo where Law and the Straw Hats were, and was nearly killed on account of it.
Misc. / Additionally: Smoker can over think anything, and even takes accidents/lucky moves on behalf of his enemy(ies) as legitimate tactical procedures that only prove that they're secretly really really crafty. (Something anyone in Straw Hat's crew would be floored to hear about their "idiot" of a captain.) He can get so focused on the big picture or specific threads, that other things escape him entirely, which is a huge political/tactical/strategic plot point through the series, and pretty much ties Smoker's own life into knots.
He's... unbelievably bad with people. It isn't just that he's tactless, blunt, emotionally stunted practically, and outright dysfunctional, it's that he also prioritizes everything else above dealing with people, and this is pretty much his fatal flaw in all parts of his life. In G-5, although Smoker is able to deal with his men and inspire/earn their trust and loyalty (of a bunch of psychos....) he's still a bit awkward with them (with anyone almost...) and generally left Tashigi, his second in command, to deal with them. Likewise, because of the fierce reputation of his men, the fact that Smoker never bothered to clean that up (because it's a perception thing, so he doesn't give a fuck, or assumes it can't be fixed or isn't worthwhile to) the villagers viewed him as completely unapproachable, which left Smoker in the dark about what was happening until it was too much late. Likewise, when it comes to knowing his men one by one and each and every asset they have or their weaknesses, Smoker doesn't. Instead he has a vague overview of the whole thing.
He "prefers" certain comforts: cigars, books, quiet/peace, coffee, drinks, etc. but he gets bored quickly, and constantly throws himself into extreme danger, pretty much like a rebellious teenager. For that matter, his rebellious attitude is not only infamous all over the world, but life-threatening with certain admirals in command over him (Akainu) and if it wasn't for his friends he really would have been killed and kicked out of the army several times over already! And he's proud of that. Bundle of contradictions that he is. And he's kind of contradictory at that, just on principle.
◎ Powers/Abilities: Having eaten the moku moku no mi, Smoker can control, generate, and transform into smoke as he wants. He has a strong grasp on haki and keen hearing and intellect when it comes to putting together investigation cases. He is a strong fighter and can hold his own against most rokushiki users, pirates, and swordsmen.
◎ Weapons & Other Special Inventory: Smoker's special nanashaku jitte which is tipped with seastone. Likewise, a small pair of seastone cuffs, though this is also a liability issue for Smoker as they can be used against him, but important things he keeps on board, and would have taken from Punk Hazard, along with a pair of non-seastone (there is no difference to the naked eye/only clear to devil fruit users who are weak to seastone) and keys for both. A police badge, his leather jacket, and enough cigars to last a year for a normal person, and Smoker maybe a week.
IF POSSIBLE: it'd be a huge help if he could have his Billower Bike, though it could be literally in pieces until he puts it back together. Assembly required.
